We at the Hall reckon this is the mother of all ground anchors.  The resin capsules effectively cement the fixing bolts into your concrete.  The bolts themselves are countersunk with no head visible for attack, the allen key recesses are filled with hardened steel balls to resist drilling attack and the securing strap is made of 20mm thick forged stainless steel with a case hardened chain loop to repel angle grinder attack.
